add TODO files for cauldron and enchantment
Add TODO files that list what needs to be or is planned to be implemented in the near future, for both cauldron and enchantment.

+ sys build fails

+ bug in PREPARE (erroneous and outdated query concerning /dev/ttyN)

+ bugs all over the place, most notably in overwriting

+ removing any/all code that forcibly installs kernel
